CONCLUSIONS AND RULES THAT APPLY THE RACE COMMITTEE (OFFICER OF THE DAY)'S WORK WAS SLOPPY AND INCOMPLETE.  THE ONLY FIGURES ENTERED ON THE SCRATCH SHEET WERE THE RACE #, THE OFFICERS ON BOARD, THE COURSE SAILED, AND THE ACTUAL FINISH TIMES.  MISSING WAS:  ALL WIND SPEED INFORMATION, THE DATE, THE START TIME, WIND DIRECTION AND WAVES, AND ANY REFERENCE TO LOCATION OF RACE.

IT IS ACKNOWLEDGED THAT ALL CALCULATIONS AND RESULTS POSTED ARE THE END RESULT OF ESTIMATES BY THE RACE COMMITTEE, ITS CHAIRMAN, AND THE SCORER.

HOWEVER, NO CONCLUSIVE EVIDENCE OF WIND SPEEDS CONTRARY TO THE ESTIMATES PROVIDED AND USED IN SCORING, WERE FOUND. 

THE PROTEST COMMITTEE RULES FOR NO REDRESS TO BE PROVIDED.
